Safe Work Australia has kindly added some clarity to my last paragraph:

“…..the Traumatic Injury Fatalities database which contains information on workers fatally injured at work is not based on compensation data but is actually drawn from a range of sources including:

• initial reporting of fatalities in the media or on relevant authority websites such as police, road authorities and the Australian Transport Safety Bureau
• notifications from the jurisdictional authorities, and
• the National Coronial Information System which provides confidential access to coroners’, police and other investigative reports.

This data is regularly reviewed and figures may be revised as additional information becomes available. The latest figures for the time period you quoted can be found in the Work-related traumatic injury fatalities Australia 2019 time series.”
