Although I live in the United States in Idaho and know little or nothing concerning the reality of bullying in Australia, I have been the target of a bully at a former place of employment and was disgnosed with Post Traumatic Stress Disorder as a result. This occured at a Trinity Health affiliated medical center in Boise, Idaho, USA.
The author is correct is pointing out that bullying is a series of hostile or threatening acts directed toward one person. Discrimination can be a single event. Lumping them together in a report abouta survey done makes the results less clear. In the US bullying is a very common problem, one that is largely unaddressed by businesses and corporations, and also by legislation. I hope that will change soon. Whenever I have an opportunity I tell people about my experience. I was the target of a workplace bully for over two and a half years and became partly disabled as a result, but have received medication and therapy, and am now employed full time at another medical center. I suspect that bullying is a problem in many countries and it should be studied more, but also needs to be addressed and confronted by management when it occurs in the workplace. Management at Saint Alphonsus Regional Medical Center where I was employed did nothing to address the problem and actually participated in the bullying. Thanks for your comments and for helping to raise awareness about this serious problem.
